We also were recently in California and found some of these cache containers. There are exactly as you stated - they are individual decontamination containers that a GI carries on their web belt. They originally contained shots and wipes for various chemical agents for the GI. I'm sure you can find them at any GI surplus store. They did seem like a good cache container (a mini, plastic green ammo can). We went to one of the local geocaching socials and found where they sold them. They were only $1! We bought several but I wonder if anyone has seen them at any local place?
