I would assume that outside the large metro areas of AZ that they do use volunteer Firefighters. I think Christopher Creek is Volunteer. I know that large portions of CA are covered mainly by volunteers, they even use them in striketeams(5 engines) as mutual aid throughout all of Calif. The training for them vary from area to area, some require the same as paid departments and some are less, though the trend from the State level is requiring them to have more training thus driving the volunteers away. They just don't have the time to do all the required training.
