Pre-Season scouting IS a valid hunting activity. Since some animals are
always "in season", (coyote, rabbit, etc.), you can still be engaged in
"hunting" without an implement.

Conversely, the possession of certain hunting implements in season without a
permit / tag / license, is poaching.

At the last 'Neocachers Network' event cache, I found out two things about
State Trust Land.

 

1.  The permit is valid for 'active' hunting and fishing.  Scouting doesn't
fit the definition...or so I was told.
