4" of water in such a short period of time will overwhelm most anything.
>From what the pictures show, there is a dry creek that runs right through
the park, most likely causing the flooding.  Think about the fact that the
Verde River where it flooded has a typical waterflow of 22cfm according to
the article I read, but at the height of the flooding had exceeded
18,000cfm.  Imagine what that little creek did in comparison.
