[Az-Geocaching] Mad Park Ranger

It *is* run by the National Park Service, so I'm leaning toward it being
part of the umbrella.

This is run by U.S. Fish & Wildlife Service, so there is a distinct
difference.

As far as caches being on NPS land, as long as they are virtual they can get
accepted.  You aren't leaving anything, but rather requring the
identification of something placed there by the NPS.
