Sometimes the cache's are grandfathered in... other times, it just takes
climbing the bureaucratic ladder to get authorization. One park manager said
"no" after some lengthy discussions with her. However, she reported to the
park board and some of those members owned local business. When I showed
them the positive impact and the lack of negative impact if done right, they
told her that she was overridden. I still have not hidden my cache in their
parks though due to someone else placing a couple while all this was going
in. Oh well.

What? Aren't there like 40-50 caches in the Phoenix Mountain Preserves!? 
Dont the PMP's also include Squaw Peak and all those mountains in the north 
central Phoenix city area?
