Something a little closer to home that you can check on...
Whiskey Springs area (west side of hwy 88 past Lost Dutcham State Park 
and Weaver's Needle Vista) is only under "restrictions"  I'm not sure if 
that bans 4 wheeling or not(I don't have an off road vehicle so haven't 
been paying attention).  But there are a couple of fun caches up there 
and some easy off-roading. Tonto's number is 602.225.5200 and just ask 
about whiskey springs between hwy 88 and Saguaro Lake.
