Check out the following web site:
http://www.mcdot.maricopa.gov/Survey/GDACS/GDACS.htm

This web page is designed to help locate available
Geodetic Densification and Cadastral Survey (GDACS)
and National Geodetic Survey (NGS) point information.
The GDACS data was produced by the Maricopa County
Department of Transportation.

You can use this to locate survey markers to check
out the accuracy of your GPSR. However, it also
provides a map of Maricopa county and if you zoom in
a couple of times, it switches over to an aerial photo
view with street names and other information on it.
The photos are from 2001 so they are fairly new.

Once you get the first page loaded, you can click on
the map to access the maps. You will need to download
an Autodesk Mapguide Viewer Plug-in to go any further.

Check it out.
